Governing the AI-Assisted Enterprise Without Slowing it Down

AI-assisted development has moved the bottleneck. Where coding speed was once the constraint on software delivery, organizations can now generate an order of magnitude more code in the same time window—only to watch it pile up waiting for verification, security review, and architectural approval. In this paper, Bill Bensing and Damon Edwards make the case that governance is the new throughput limiter, and that flooding a 1x governance process with 10x the input doesn't produce faster results. It produces latent exposure and an increasingly fragile enterprise.

Drawing on queuing theory and operational arithmetic, Bensing and Edwards show precisely how governance backlogs explode as AI-accelerated development approaches an organization's operational ceiling—and what it actually takes to build verification and validation capacity that scales with the velocity of AI-assisted delivery. The answer, they argue, lies not in slowing down development but in engineering governance systems that can keep pace with it.
